How to fix low GPU usage in games

Low GPU usage is almost never a broken GPU. It's usually an FPS cap, a CPU bottleneck, or the game running on the wrong GPU. These are the real steps to diagnose it: measure first, then fix — no invented numbers.
Step by step
01 Confirm the GPU is actually under-used
Watch the GPU usage percentage in Task Manager or an overlay while you play. With the framerate uncapped, a GPU sitting below ~90-95% means something else is limiting it — not that it's broken.
02 Rule out an FPS cap or VSync
An in-game or driver FPS limit, or VSync, caps frames on purpose — the GPU idles by design, not because of a fault. A locked 60 with VSync is expected. Remove the cap to measure real usage.
03 Check for a CPU bottleneck
If one CPU thread sits near 100% while the GPU is low, the CPU can't prepare frames as fast as the GPU can draw them. This is common at high refresh rates, low resolution, or in CPU-heavy games (strategy, sims, open worlds with lots of AI).
04 Raise the GPU's workload
Increase resolution or graphics settings. The GPU does more work per frame, its usage climbs, and the CPU stops being the limiter. It isn't an FPS trick — it's balancing who does more work.
05 Update the driver and power preference
An old driver or a 'power saving' preference can hold GPU clocks and usage down. Update from the official NVIDIA, AMD or Intel site and set the power preference to maximum performance in the driver panel and in Windows.
06 Make sure the game uses the right GPU
On laptops with integrated + discrete graphics, the game sometimes runs on the iGPU, so the discrete GPU looks idle. Assign the game to the high-performance GPU in Windows → System → Display → Graphics settings.
07 Check background load and thermals
Background processes steal CPU time and worsen the bottleneck; thermal throttling lowers clocks and leaves the GPU waiting. Close what you don't need and watch temperatures while you play.
